On Monday, Libyan and international delegations arrived in Palermo for a two-day conference on the future of Libya.

The Italian Prime Minister Giuseppe Conte have welcomed the delegates, wich include Head of Libyan National Army (LNA) Khalifa Haftar, Libyan Prime Minister Fayez Seraj, High Representative of the European Union for Foreign Affairs Federica Mogherini and President of the European Council Donald Tusk, outside the summit’s venue, the Grand Hotel Villa Igiea.

Haftar will reportedly only attend a multilateral summit on the sidelines of the conference with Russian Prime Minister Dmitry Medvedev and Italian Prime Minister Giuseppe Conte.

It remains unclear whether the LNA chief will meet his counterpart Seraj in Palermo. If so, it will be the first time the two leaders have crossed paths since a French-sponsored summit in May.

Representatives are hoping to reunite the country’s institutions and find a new path to elections.

Since the toppling of Muammar Gaddafi, Libya has been in a state of civil war. Power is split between the UN-backed Government of National Accord (GNA) in Tripoli and the Tobruk government – supported by LNA chief Haftar – in the country’s east.
