The background to the new regulation is the booming online trade, which is why the parcel services are submitting more and more orders to subcontractors. Employees there are threatened with losses through social benefits and social security fraud.
The subcontractor’s liability is to ensure that the person accepting an order and subcontracting it to a subcontractor is liable for the social security contributions payable. If the subcontractor does not pay any contributions and they can not be collected, the main contractor must be responsible.
