The report of the panel of experts of the International Sanctions Committee on Yemen that the UAE-backed security units support the separatist trends in southern Yemen, stressing that the restoration of government authority in the country far from verification.

The report, obtained by al-Jazeera, said the allies of the southern transitional council, such as the United Arab Emirates-backed security belt units and the al-Hadrami and Shabanian factions, supported separatist aspirations.

He stressed that the goal of restoring government authority throughout Yemen is far from being verified despite progress on the ground against the Huthis.

The report notes that although President Abed Rabbo Mansour Hadi remained for more than six weeks in Aden, he was unable to strengthen government authority in the liberated areas.

And stresses the lack of effective control by the Yemeni government on the militias supported by the UAE and Saudi Arabia, and also stresses the challenges posed by the Southern Transition Council and its allies to the legitimate government.

The report pointed to the expansion of the Houthis control of governmental and non-governmental institutions in the northern areas they control, and that the morale of the Yemeni government forces are declining in the absence of receiving salaries, while the groups supported by the UAE salaries without delay.

He concluded that there are significant obstacles to the work of government intelligence agencies because of the marginalization by the UAE-backed counterterrorism agencies.
